I have not read  all of the files, but some of it in detail 

and summary of the most of it. I could understand how 

much ROK is under control of USA after reading the file.

5.18 광주 항쟁과 미국; 노태우 사망에 즈음 하여

문재인 정부는 전시작전권 회수와 종전선언을 하려고 안간

힘을 쓰고 있다. 한국군은 1950년6월27일 이승만이 한강을 건너 

남쪽으로 피난 하면서 극동군 사령관 맥아터에게 "국군 통수

권"을 이양한다는 서한을 보낸 이후로  작전권을 외국군(미8군) 사령관

이 가지고 있다.  평시 작전권은 돌려 받았지만 아직도 전시 작전권

은 미8군 사령관이 행사하는 것으로 되어 있다.

그래서 4.19 계엄령 때 군대 동원, 5.16 쿠테타 병력 동원, 12.12

사태 병력 동원, 1980년5.17 쿠테타 병력 동원, 동년 5.18 광주 

항쟁 진압 병력 동원은 미8군의 인준 없이는 불가능 한 상황

이었다. 

1953년 휴전협정은 중공과 미국의 휴전이었다. 인민군은 중공

군 지휘하에 국군은 미군 지휘하있었다. 아무리 평화 협정을

인공과 한국의 문제로 축소 하여 선언 하려고 해도 현실적

으로 그리 떳떳하지 못한 뉴앙스를 풍긴다. 

미국이 한국에 영향력을 행사 할 수 있는 가장 중요한 힘은 

주한 미군이다. 한국에게 주한 미군은 인공이 감히 건들일 없는 전쟁

방지 용이다. 만약 북한이 남침하는 경우에  미군의 개입 

이 확실 하기 때문이다. 

다시 말하면 국방을 외국군대에게 의지하고 자주권을 양보

하는 구조이다. 임시방편이지 결코 강력한 자주국방은 아니다.

작전권도 평화선언도 미군이 철수한 다음의 이야기이다. 미군

철수 이전에 해야 할일은 자주국방이다. 자주국방을 이룩하기

위해서는 한국이 핵국가가 되어야 한다. 왜냐면 적 인공이 핵국가

이기 때문이다. 

조선은 500여년 동안 자주국방을 하지 않았다. 책봉과 조공을 받아

들이고 국방을 명나라에게 의지 했다. 결국 일본에게 나라를 넘겨 

주었다. 왜야면 의지 했던 청(중국)이 일본에게 항복 했기 때문이다.

한국이 국방을 미국에 의지 한지 겨우 70여년이다. 조선과 비교하면

아직 430여년이 남았다. 그동안에 미국이 중국 꼴이 되지 않는 다고 

누가 장담 할 수 있을 까?

My feeling is that the U.S. will never give up its military command in Korea.

As long as there is Red China, the U.S. will never pull its troops out of Korea.

First of all, they don't trust Moon and his party, and anyone who might come afterward.

In a sense, the Korean military, as well as the government, are one of the American colonies.

Some of us, Koreans, seem to be very happy in such an arrangement just like the arrangement

between the Qing (청) and the Chosun (조선) Dynasties of the past.

However, we are slowly creeping up the ladder into a much better relationship than in the past.

The U.S. allowed us to be one of the strongest nations in the world in military and economic power,

while Chosun was just a helpless slave of the Qing.

I believe the U.S. will eventually allow us to equip with nuclear weapons and nuclear submarines.

Then, we will not be eaten up by any power of the world including China. 

Even today, we are slowly getting there.

Korea, together with the U.S., will defeat the CCP eventually and will restore our ancestral land

in Manchuria, Yodong and Sandong Peninsulas, and Yoha River area.

Probably, at my age, I will never get to see the day when the great Korean dream comes true.

미국에서 분석하는 ‘2021 GFP’ 세계 군사력 지수(Global Firepower)는 한국을 6위, 북한은 28위로 평가했다.

그러나 남북한 군사력이 22단계나 격차를 보인다는 성적표를 받아보고 ‘설마’라는 의혹이 나오는 게 당연하다. 그간 남북한 군사력을 비교하면서 누가 더 우세한가 논쟁이 뜨거웠다.
