여기 아래에 Clark Center for Japanese Culture and Art 에서온 e-mail 을 소개합니다.
이곳은 일본 사람들이 자기나라 문화자랑하려고 세운 곳이 아니고
이차대천때 일본에 진주한 한 미군이 일본 문회에 매료돼서 자기 사재로 약 2 에커정도의 땅에다 일본식
자기 집을 짓고 옆에 한국의 국민학교 강당만한 도서관과 전시장 만련한 곳으로 Fresno 남쪽 50 mile 지점에 위치하고
일년에 한두 번씩 전시회하고 강연회하고하는 문화회관이지요.
요새 한국 사람들이 유엔사무종장부터, 핸드폰 회사, 말춤, 음식문화, 한국자동차,꼴프선수,,등에 조금씩 선전이되어 궁굼한 나라가되어가는이때,문화회관을 짓는다면, 한국 정원하나 덜렁 지어놓는 것보다 의미가 있다고 생각합니다.
누구나 취지에는 찬성하나 설득 방법론에 문제가 있는것 같어요.
취지만 좋아서 성공 가능성이 희박하지요
중간에 돈 만 뜯기고
몇가지 모두알고있는 예로
1.
칼리포니아에 Solar Energy회가가 취지도 좋고해서 오바마대통령 까지와서 연설해주고
연방정부서 지불보증해주고 잘나가는것같엇는데 계획서가 너무 장미밫으로 치장이 된 사실은 간과 한 모양
결국은 회사가 망해 저희들 낸 세금 연방정부 돈이 그냥 날라간 겁니다.

칼리포니아에 고속철도 놓자고 아우성치고 저도 100% 찬성하는데 연방정부서도 9 billion dollar를 공짜로 주엇다는데
아직 철로는 일 마일도 않노앗는데, 벌써 1 billion dollar has been wasted in consulting fees and to pay for those
planners!
3.
남가주에 한국서 훈련 받은 푸른 눈 스님이 조계사란한국식 절을 테하치치란 동네에 짓는 다고 신도들 한테
돈을 걷어 공사를 한국 건설업자에게 맏곗다는데
그 건설업자가 돈 만 받고 줄행낭을 놧대요. 나머지 돈으로 절을 지은 것 보니
꼭 fast korean food 같은 절을 지어 놧읍디다.
스님 돈 떼먹기는 고리대금 업자 돈 떼먹는 것보다 쉬울것은 틀림없고..
4.
우리 코앞에서 벌어진 얘기 이제는 역사가 됏으니 털어놓겟는데
몇년전 우리 SNU MED alumni 회장단이 홈페지 만든다고 누구한데 정확한
게획서도 설계도도 계약도 자문도 없이 없이 돈을 주엇단 소식을 듯고
궁궁해서 수 소문 해서 들어가 보앗드니 한국서 공짜로 쓸수있는 Zero borad 란 off the shelf 홈피만도 못헤게 형편없이 만들어져
문제점이 많다고 지적햇드니, 엄청난 돈을 다시 요구해 기권햇다는데
알고 보니 중개업자가 돈을 중간에서 먹고 프로그램하는 여자는 쥐꼬리 만큼 조금 돈받아 적당히 해주고 나몰라라 하고있는 처지드군요.
결국 우리가 낸 회비가 그 계획에 날라갔고, 선의로 수고만 하신 회장단, 이사회의 실수를 질책할수도 없고
나중에 들어가보니 그 홈피가 porno site 로 전락됏드군요.
그러니 우리 서울의대 미주 홈피 이름 까지 도란 당한거예요
후선 방형이 계획하실려면,
설계하는분,
자문위원들
재무 감사
직접 건설업 할분은 절때로 그 계획에서 교통비도 점심값도
받지않고 자진 봉사할 사람들을 먼저 구해야지 일이 시작되고
설계, 예산, 감독, 회계 투명성, 전문자문의 의견서등이 어는정도 진행돼야 돈을 낼겁니다.
계획 설계서 작성까지는 시작하는 사람이 자진해서 시작해야지
사람들이 믿고 지원할겁니다.
좋은 일이니 무턱대고 돈내라면 그건 요새 100% 실패할겁니다.
앞으로 10 년내에 않되면
차후 20 년 후에 다른 누가 밀고 갈테니 시작하신 계획서 잘 보관하시길.
그 계획서 공개 해서 관심을 지금이래도 모으면 좋지 않을까합니다.
그게 가능할까요?
북경 천안문 광장에 모택동 시체 모신 큰 기렴관이 있는데
그게 정부서 지은게 아니고 자진 봉사하는 사람들이 지은거 랍니다.
설계자 막노동하는 사람 모두가 모주석 묘지라고 헌신한 거랍니다
제가 25 년전 직접 설계공사 감독해서 1000 스쾨어 이층 집을 우리 기존 집에 붙여
증축하는데 2 만불 (재료 노동비, 여름에 학생들 한테 시키고 저도 못박고해서)
들엇는데 구청에서 60,000 불 어치 증축을 햇다고 일년 600 불 세금 더내라고 합디다.
그러니 자진 봉사대로 일한다면 66%의 비용이 절약된다는 얘기지요.
제집이니 제가 날림공사는 않햇지요.

First of all, I am very grateful for your reply, especially
giving me informations what the Center for Japanese
Art & Culture doing.
The thought of making the Queens Botanical Garden
as a Cultural Center popped up when I was on the way
to attend my young friend's first memorial service listen
ing Beethoven's Music for Cello and Piano(please, don't
think I am good at classic music. I played CD which I had
in my car).
Susan was at the gate of Garden's Parking Lot - which
I didn't know whether she was waiting for me to arrive.
"Hi, Susan, I was listening Beethoven and I thought of
QBG as the Cultural Center for All - all the ethnic group
- Displaying Arts, Using the Space for the Children's
Drawing & Writing Contest, Exhibition of Ethnic Costumes,
Having Charles' (my young friend) Memorial Concert, etc."
Yesterday she called me again for the idea. I reminded her
the Motto of the QBG - "The Place where all the Cultures &
Plants meet". She was very enthusiastic, and I started to
think how the idea would work in the future - maybe from
next year, 2014.
We don't need to raise fund to build something, we just
use the 39 Acre Open Space at the Heart of Queens, NY.

Public or private Cultural institutions. (Museum, Culture Center, Concert Hall, Art Gallery, etc)
Some are very successful as there are enough ticket sales with many returning customers.
Some of the institutions are open to public on appointment bases, as there are not enough visitors.
Usually they are open on weekends when they need at least one employee which could be a source major expense next to the mainenance expense.
One of our senior alumni in LA has been trying to build a Korean Immigration History Museum and I do not know how much money he raised.
I saw one Chinese Immigration History Museum in Maui, Hawaii.
I learned many things there: how Chinese immigrants came to Hawaii even before Hawii became a US
territory. Maui is a tourist spot so the museum can surviveby attracting any passing visitors. But it may not be
successful if it is located in a center of a major city, as the collection never changes and no one will go
there twice.
In Napa downtown, they built a nice Culinary Museum, COPIA, sponcered by Mondavi winerey, displaying
everything which is related to food, wine, cofee, tea, spice, and amoma.They showed movies, continuous winetesting, special exhibitions, etc. Once they held an exhibition on Coffee: the growing, harvest, trade, preparation,etc.
It was an excellent show. But lst year, I heard it closed.
I do not know why, lack of contiunus supply of visitors?
In Shanghai China, the building used to host Korean government in Exile (임시정부청사) was sold to chinese,
due to management proplem ?? and lack of Korean government money??
I know the opera house in Napa downtown could not make enough money by hosting classic music events
and they closed it.
Careful planning can avoid future disappointment

At my young friend's first memorial service on 3/2/2013
at the Garden, I suggested Susan - the executive director
of the Garden, "Why don't we make the Garden as the
Cultural Center for the community?". She accepted my
proposal positive way.
It might sound a little absurd to say - I can't give up the
39 Acre Garden easily - Once Started, Finish It, I'm saying
to myself, Sir. And I should have known you long time ago
before I started to make the Garden as Our Backyard.
Anyway, Thank you, Sir !
