Rules and Regulations of “OECD Game” (오빠삼삼해)
Prior to starting Golf Game, every player chips in $5.00 to make total fund on
that day $18.00 or more. When three players play, the fund should be $18:00
so each player contributes $6.
The fun starts when a player wins the first $3:00 or 3 holes $1 per hole after so many holes and automatically joins OECD.
The player who has won $3 must pay penalty as follows.
1. If the player hits the ball out of bounds, he has to pay back $1:00 to the fund;
2. into a bunker, he has to pay back $1:00 to the fund: if he fails to get
out of the bunker at the first trial, the penalty of $1:00 added: and after the
second trial, the penalty is waived;
3. makes triple bogey or more, he has to pay back $1:00;
4. uses putter three times from on green or around the green, he has to
pay back $1:00;
5. puts his ball into a hazard, he has to pay back $1:00.
6. The maximum penalty does not exceed $2 per hole.
Above rules 1 through 5 apply only to players who have won $3 and continue
to the end of the 17th hole.
Leave $3 in the fund after 17th hole and distribute the remaining fund to each
player equally.
Then for the last hole (18th hole), play Ding- Dong- Dang.
Ding means the first on the green and wins $1.
Dong means the first ball closest to the hole, and wins $1.
Dang means the first ball dropped into the hole and wins $1.

삼:: triple bogey or more
삼: three putts or more
해: hazzard

We've been playing OECD for the last 5-6 years in Laguna Woods after I imported it from L.A.
Generally, we do not penalize "triple bogey" because it may not be fair to high handicappers.
Also, you must define what is "Putting" especially when the ball is at the fringe of the green.
We count any hit by the putter as "Putting" no matter where the ball is.
Generally, we collect only $3 and it will last till the end because there will be a few "no blood" hole.
More money create an unnecessary headache.
If money is left after the 17th hole, we will distribute the money to the players as "구제금융" by OECD.
If there is still money left, we play Ding-Dang-Dong. If less than 3 dollars we play only Ding or Ding-Dang.
You can modify the game and/or make new rules.
Your financial rule seems too complicated. You don't want to get a headache for a few bucks.
OECD is a really good game. There is very little stress here and you don't lose much money either.

Apparently it is popular in Korea. It was started by my friend who spends 6 months
out of the year in Korea.
