한국 전쟁 ,아웅산 사태와 김일성의 죄악

정치 지도자는 국가를 위하여 , 특히 먼 장래를 위하여 크고 작은 결정을 하게된다. 그것이 일반
인들이 생각하는 상식적 수준의 도덕이나 윤리에 어긋 나더라도 그 결과로 정치인은
역사의 심판을 받게되는 것이다.(Max Weber: Politik als Beruf--Politics as a Vocation).
그 머언 옛날부터 시작된 불행한 한국 역사에서, 김일성의 결정으로 시작된 한국 전쟁 그 연장선
에서 일어난 아웅산 사태에 관한 BB Lee 선배님의 글을 읽고, 특히 그 사건으로 한국이라는 나라
가 잃게된 아무 죄없는 인재들을 생각하고, 또 현재 북한 국민 과 사회가 겪고 있는 고난등 일련
의 사태들을 생각하면 그에 대한 역사의 준엄한 심판은 아직도 멀었다고 생각된다..
1950 년 당시 모택동의 중국 통일, 중국 공산군 소속의 다수의 한국인 장병들 북한 귀국, 무기의
북한 유입, 월북한 남로당 간부들의 유혹등에 현혹되어 남침을 시작한 김일성의 판단은 결과적으
로 통일도 이루지 못 했고, 남북한 모두 철저한 파괴, 수많은 인명 손실 과 비극을 불러왔다.
실제로 손문의 부인으로 모택동 정부 부주석-주석등 요직을 오래 지낸 송경령(중국의 유명한 송
씨 세 자매중 하나, 국부 손문의 부인, 동생인 장개석 부인 미령과 달리 일생을 옷 몇벌로
지낸 청렴성으로 유명)은 휴전후 중국을 방문한 김일성의 면전에서 “전쟁을 시작해서 수 많은
동족을 죽게하고 나니 속이 시원하냐?”고 면박을 주었다는 일화가 있다.(믿거나 말거나---).
아웅산 사태로 희생된 분들 중에 이 선배님의 친구 경제학자 김재익씨의 1980 년대 초 한국
경제안정에 기여한 업적은 잘 알려져 있다. 전두환 구테타 직후, 박정희 말기의 한국 경제의 심각한
문제를 중앙정보부에서 전두환 휘하 군부 실세들에게 교육, 김재익씨의 강의를 듣고, 군부 실세들
중 일부는 “잘 못하면 똥바가지 쓰게 되었의니 정권 포기하고 군대로 돌아가자” 하였는데 전두한
대통령은 “경제는 당신이 대통령이니 알아서 하라”고 한 것은 유명한 이야기이다. 당시 김재익의
right handed man으로 청와대에서 그리고 그의 사후 수입 자유화, 금융실명제, 시장주도 선진
경제 정책수립에 여러 정권을 거치며 주도적 역할을 한 사람이 나의 오랜 친구인 경제학자 양수
길군으로 요즈음도 만나면 김재익 시절을 회상하고 유명한 “김재익 경제 정책 수첩”, 그의 work
ethicss 이야기를 듣고는 한다.
몇 년전 그의 부인은 서울대에 20억원을 기증하였다.
희생자 중의 한 분이 돌아간 형님의 class mate중 한 분 이였던 함병춘 대사였다. 박정희
말기에 주미 대사로 “박동선 사태”, Korea Gate & “Fraser Committee” 등 곤역을 감당하고
또 Jimmy Carter 철군 정책 취소 시키고 귀국, 학계에 남고자 하는 사람을 전두한 대통령이 삼고
초려, 그의 비서실장으로 들어가 전두한 부인 이순자 문제, 소장 장교들의 문제를 전두한에게 직
접 해결하라고 바른 말을 할수 있을 만큼 대통령의 신뢰를 받았다 한다. 이분도 아웅산 사태때
순직. 그의 아들이 “한국 사람 만들기” 등 역저를 낸 전 아산정책 연구원장 함재봉이다.
요즈음 한국 정국 돌아가는 모습을 보면 전두한 대통령이 지금 대통령 보다 “용인술”에서
한 수 위였다는 생각을 금 할 수밖에 없다.
또 당시 희생된 한 분이 서울 의대 선배로 당시 대통령 주치의 였던 카돌릭의대 교수 “민병석
교수이다. 아마도 미국에서 내과 전문의 따고 귀국한 몇분 안되는 존경받던 의사로, 카돌릭 의대
에서 1969년 한국 최초로 kidney transplantation을 하게 된 배경에는 외과의사 이용각의 뱃장
과 민병석 교수의 내과적 back up과 헌신이 없었으면 불가능 했다는 것이 정설이다. 당시 카톨
릭 의대 학생들의 우상-role model로 그 분의 글씨체 걸음거리까지 학생들이 따라 했다고 하며
자기에게 들어 오는 모든 촌지를 내과 연구비로 썼다는 전설과 촌지 갖고 오지 않는 않는 환자를
고생시키기로 유명했던 우리 모교의 몇 분 교수들 이야기는-- 우리를 부끄럽게 한다.
그외에도 많은 인재들이 억울한 죽음을 당했다.
당시 이분들의 나이가 40-50대 초반이었던 것을 생각 할 때 김일성 및 그들이 저질렀던 한국 사
회-역사 발전에 끼친 해악은 막대하다 하겠다. 그외에 6-25 전쟁이 미친 한국인의 인간성-도덕성
피페화, 문화적 자산의 파괴---이 모든 것들이 치유되기에는 어쩌면 몇 백년이 더 걸릴 지 모른다
는 염려가 요즈음 내 머리 속을 떠나지 않는다.

함석헌's lament is absolutely right! Me? All gone! Forever!
Through these many years, I couldn't find anyone to replace 재익 in my heart!
Indeed, I truely miss him.
I can't believe the last year was his 36th anniversary after he left this world, identical period/length of Japanese occupation we, all Koreans, grieve!- 순자 came to Washington last year to make her annual visit to us so that we figured it out!-. Thirty six years!!!

P.S. His handwriting is exceptionally beautiful I admired most! Soon after we settled at Richmond, he started to write at least once a month to make sure I get on the right track though we frequently communicated through such expensive long distance call.
Oh, yes, buddy 김재익, 김재익! I still can’t finish to call his name without the tears welling out shamelessly even after these many years!!! How can I forget the day he had such 개죽엄 for 개새끼 전두환! This tragedy was informed by my high school buddy, 정근모 - he was one of few 재익 recruited back to Korea from the States -, who called me from Beijing to share this news. I was simply frozen! My brain completely stopped functioning! Simply I felt numb, no more no less! Through my 40-year long career, I for the first time closed the office and cancelled surgery for one full week before I get back to work.
김재익 went to same high school with me but he took 고시 to get to 문리대 one year ahead of us so that I didn’t know him well till I get to the Premed School/문리대 and saw this tall cranky guy with one small cute girl, 이순자, dating so visibly to become a talking point among 문리대 students. But soon after I started the date with my wife who was at 문리대 영문과, I found 순자 at 불문과 was the best friend to my wife through same high school and my wife was 대모/god mother to 순자. So, for the first time I got to know 재익 closely through double dates and 재익 became my life time friend of all - he persuaded me to become a Catholic and he was also my 대부/god father and the best man for our wedding- a week later my wife became the best woman to their wedding -.
재익 is such cool-headed guy, involved to quite a few critical moments on my life to help me to make proper decisions with such logical approach no one ever did to me. Indeed, when SNUH and Medical School rushed(?) to arrange my Government/SNU-sponsored official trip to Richmond for two years back in 1968, to compensate their political decision to waive/call off the decision by China Medical Board to choose me to be sent to the U.S. and send one senior staff instead, I almost decided to follow the recommendation by Profs. 한용철 and 민병철 to go the U.S. alone leaving the family- my wife and two young daughters- back home/Korea to concentrate to the study.
재익with 순자, who was at Stanford, Palo Alto, then to study for his PhD wrote me a long letter saying I don’t seem to know what the life with family should mean and insisted to come to the States with my own core family, wife and children, regardless. It was an awakening call to open my eyes and despite displeasure by my father, I took his words taking my family with me to come to the U.S. and dared to root down to this new world with no hesitation, thanking to 재익.
Indeed, I recall 재익 came to San Francisco Airport with his ooooold Ford car to pick up our family to spend the first night in the U.S. at his house and he spent full three days to giving me an instruction on how to start a new American life like the need to open the bank account, etc -I still keep his hand written notes–. And it was the beginning of my mentoring to him whenever I should make any difficult decision through years till he made a decision to go back to Korea after he got the PhD to serve/work at the 한국은행 which sent him to the U.S., to pay back what he owed.
순자 was quite unhappy with the condition 재익 encountered at the bank and shared our view to come back to the States to contribute more and we chose the secret sign between us, saying ‘we are ready for the trip to Yellowstone N.P.’ when they decide to come back to the State.
Alas, it never happened and 재익 took the new job at 청와대 soon, tutoring stone head 전두환 and ---------- October 9, 1983!!!!!!!! How the hell it could happen?
재익 was such meticulous person to give me right advices on right moments till he was killed at Rangoon, like whether I should refuse to come back to SNUH in 1970 after 2-year fellowship of transplant surgery and resign from SNU to continue to seek for the vascular surgery training through Med Coll Va. He further advised me NOT to accept the invitation from YonSei Univ although YonSei offered much better condition than SNUH (YonSei U offered the position for the associate professor while SNU insisted me to start from the position of instructor where I left in 1968 to humiliate/irk me!) and advised me to remain in the State till the condition in Korea fits better and take the job to start at Georgetown Univ instead.
If he would have lived through, I would have returned to Korea perhaps permanently to enjoy the friendship I miss most. But my sorrow to his death was turned to become my wrath to Korea with ever mounting hatred to Koreans breaking my heart- I didn’t cry when my mother and father passed away but I cried and cried shamelessly when 재익 was killed.
I am sure he is in heaven with no doubt, I miss him dearly!

P.S. After 재익 died, we insisted 순자 to come to Washington DC to live/stay with us- I volunteered to become the legal guardian for their two sons, 한회 and 승회 till they grow up to become adults - and prepared two identical birthday presents every year, one for her and another for my wife since her birthday is same as my wife’s. After she went back to Seoul, she comes to Washington almost every year to talk all day and all night and we will till we all leave this world.
