The major rule changes by USGA starts on January 1, 2019.

I am glad finally USGA and R & A got together to change
some of the rules and regulation of Golf.
I understand the golfing world has been losing their patrons
especially young ages of 20s~30s in recent years due to
mostly slow and long game.
In order to facilitate the game, they thought it is better
change the some of the rules, which are somewhat unfair and too
darn time-consuming and unpractical.
Golf, especially PGA started to be extremely popular, when
the player by the name of Tiger Woods was stepping into
Golf world. Golfing World was lucky enough to get the caliber
of a player like Tiger Woods, whom many thought to be a player once in
100 years.
During hey days of Tiger Woods,Golf was so popular World wide
and they were excited to watch Tiger Woods' playing by TV
from all corners of World including far remote area.
In my humble opinion,if PGA would like to get back to previous
glory, another Tiger Woods type player coming out unless Tiger
Woods himself coming back as previous form.
Tiger's 80th PGA win at end of last season was good start toward
right direction as well as this change of rules and regulation
of Golf. KJ
This came from Colorado Golf Association composed on about February 2018.
Please be aware that I am not sure if there is such thing as "The final version" for 2019
and this may not be the whole thing.
