문 대통령, 바이든 취임에 트럼프체제 승계 요구

문재인 대통령은 조 바이든 미국 새 대통령 취임식에 트럼프체제가 실패한 싱가포르북미회담 승계를 요구하고 이란은 한국을 대미 지렛대로 적용했다.
문 대통령은 신년회견으로 ‘싱가포르공동선언’을 “비핵화와 한반도 평화구축을 위해 매우 중요 선언”이라며 “싱가포르 선언에서 다시 시작해서 보다 구체적 방안을 이루는 대화 협상을 해나간다면 좀더 속도있게 북미 대화와 남북 대화를 해나갈 수 있을 것”이라고 18일 밝혔고, 바이든 미 대통령은 20일(미국 시간 다음날) 취임한다.
론 클레인 백악관 비서실장 내정자는 17일 대통령 취임사에 대해 "바이든 당선인은 루스벨트 (대공황)이후 아마 가장 어려운 시기에 취임하는 대통령일 것이며 즉시 이러한 위기에 대응하겠다고 결심하고 취임하는 것"이라 CNN에 밝혔고, 전날에는 취임일부터 코로나·이민·기후변화·사법개혁 등 트럼프 관련 대응조치 처리일정을 날짜별로 제시했다. 케이트 베딩필드 백악관 공보국장 내정자는 취임사 관련 "당선인은 지난 4년간의 분열과 증오를 뒤로 하고 국가를 위한 긍정적·낙관적인 비전을 제시할 것"이라고 폭스뉴스에 17일 밝혔다.
바이든체제는 민주당 클린턴 행정부 국무부 관료를 재등용하며, 오바마 민주당에서 이란핵합의(포괄적공동행동계획JCPOA)를 이끌어낸 국무부 부장관이던 토니 블링컨을 장관에, 이란핵합의 실무자였던 셔먼 국무부 대북정책조정관을 부장관에 선임했고, 이란은 바이든 당선 직후 탈프럼프 체제를 선언하고 트럼프의 핵협정 파기에 대응했다.
이란은 한국의 선박 억류에 이어 17일 유엔이 체납된 회비 문제로 투표권 박탈 예고에 대응해 “한국에 묶인 돈으로 유엔회비 내겠다”고 IRNA통신을 통해 외무부 대변인이 밝히며, 미국과 새 협상에서 한국의 지렛대 사용을 시사했다. 2018년 6월 1차 북미 정상회담에서 나온 ‘싱가포르 공동선언’에 대해 문 대통령은 이날 “비핵화와 한반도 평화구축을 위해 매우 중요한 선언”이라며 트럼프 공화당에 의한 한반도 군비증강 경쟁체제를 승계했고, 주한미사령관은 평택 주한미군에 대해 “중국 대응군” 발언을 잇따라 내며 한반도가 미국의 중국 전략지대로 밝혔다.
로버트 에이브럼스 사령관은 한미연구소 대담에서 "미 연방법전 10조에 근거해 주한미군은 인도태평양사령부 예하 준통합사령부로서 존재한다. 주한미군사령관으로서 인도태평양사령부의 대중국전략과 연계해 임무를 수행한다"고 5일 밝혔고, 앞서 2019년 2월 미 상원 증언에서 "주한미군 주둔은 한국뿐 아니라 일본의 안전도 보장하며 중국의 영향력 확대에 대한 방어막 역할을 한다"고 말했다고 뉴시스가 17일 보도했다.
문 대통령은 이날 한중 관계 질문에 “우리로서는 한-미 관계 한-중 관계 모두 중요하다. 한-미 관계는 포괄동맹으로 발전하고 있다"며, 한-중 관계는 “최대 교역국가이고 한반도 평화 증진을 위해 협력해나가야 할 관계”라고 말했다. 북한 노동당 체제는 김정은 위원장이 "미국에서 누가 집권하든 미국이라는 실체와 대조선정책의 본심은 절대로 변하지 않는다"고 8일 보고로 밝히고 이어 “남북관계의 현 실태는 판문점 선언 발표 이전 시기로 되돌아갔다”며 2018년 4월 27일 판문점 남북회담을 기점으로 밝혔다. kimjc00@hanmail.net

I couldn't agree with you more. Frankly speaking, I was very hopeful that
Trump might have made it happen two years ago. So did many Koreans then.
But I came to a conclusion that Trump could not change rock solid
U.S. policy on NK nuclear weapons. U.S. knows NK would not give
up nuclear weapons no matter what US does to NK. But US will continue
to ask NK to do so because Japan, SK and Taiwan will ask US to allow them
to have nuclear weapons if US accepts NK as a nuclear nation.
So, the sanctions will keep SK from trading with NK. The sanctions imposed
on NK by US(UN) will not end unless NK give up nuke. 남북교류 is impossible
for now until Kim dynasty is overturned by some reasonable government that
can be accepted by international community. In my opinion, SK government
should patiently wait until then. The most desirable thing to do for SK is the
activities that can undermine Kim dysnasty secretly.

The primary objective of American NK policy is to protect SK from NK aggression.
SK is essential for the security of Japan. Japan is the fortress of the Pacific Ocean
against China and Russia. The unification of Korea by SK is a good thing but it is not
something that the US will pursue at any cost.
US and SK have failed to change the attitude of Kim's regime with negotiations over
the years. Both countries should stop negotiations with them. While waiting for the
implosion of the regime, both countries should try to facilitate it. The current sanction
is one of them. Crazy Trump was crazy to try to convince Kim to give up his nuclear
arsenal in exchange of an economic miracle. If Kim gives up nuke he is nothing important
in the world stage. If he opens up his country, his regime will not survive. Kim dynasty
is just impossible but doomed.

This is why some Koreans wanted Trump as the president of the U.S.A. for the next 4 years.
They were hoping that Trump would somehow bring the unification of Korea.
And Moon thought he had a good chance to achieve his dream of Korean unification
under Trump policy. Well, sorry, it was a good day dream.
I believe it was Moon's and Korean's misunderstanding of Trump's true intention.
See, Trump did pay attention to North Korea just for his political ambition and propaganda
to get personal glamors. He never thought about unifying Korea. It wasn't on his agenda at all.
Actually, the U.S. does not want Korea to be united into one stronger country with nuclear power.
If that ever happens, the U.S. will have to deal with two formidable competitors in Far-east Asia,
those are China and unified Korea both.
I am sure Trump or any other presidents of America would have said,
"No thanks. I am sorry but we don't want that."
The situation for China is exactly the same.
The Chinese "chickens and pigs" don't want to have a "big bad wolf" next door.
My point is that both Koreas have to unify by themselves alone, not by a third country.
A puppy may bark at the moon but he gets nothing back from it.
